Traditionally, the father of the bride was paying for the entire reception. Many of the guests would be his friends. Being a nice enough fellow, he'd perhaps bothered to ask his daughter if there was anyone in particular she'd like invited too, along with the normal family and friends and of course some representatives from the grooms side.

Being the host of the reception, he would, of course, have thanked the guests for coming, and toasted his daughter and new son in law, in whose honor he had thrown the party.

The best man often spoke too, I believe his main role being to toast/mock the groom whom he knew well.

The grooms main job was to thank everyone for the gifts that he and his bride had received.

Yes, in tradition he gives the bride to the groom and does a speech at the reception. The best man also does a speech and the groom. Sometimes the matron of honour will say something and even the bride has been known to do a speech.
Brides father (or the one that gives the bride away)
The groom
The best man
These are traditionally the ones that give a speech at the reception, but anything goes nowadays.

Sara's right. If the UK is like Australia, then the traditional people to give speeches are father of the bride, best man, and groom.

You show as coming from the UK. In the UK you would have an opening speech from the Father of the Bride who would end by toasting the bride and groom then the groom would respond on behalf of his wife and him. He would end the speech with a toast thanking the bridesmaids. Also during his speech any gifts for the bridesmaids, best man, ushers and mothers would be given to thank them. This would be followed by the Best man speaking on behalf of the bridesmaids, he again would finish with a toast to the bride and groom. No one else would traditionally speak.
